William Langer graduated from UND in 1906 and had a long career in politics. He was North Dakota Attorney General from 1917 until 1920 and served twice as Governor: from 1933 to 1934 and from 1937 until 1939. Elected to the United States Senate in 1941, he served until his death in 1959.

Langer informs Cross that he doesn't have "much say" in appointments of that type.

Fischer acknowledges receipt of Fischer's letter of October 28 concerning the replacement of the bridge on ND State Highway No. 8 crossing the Missouri River at Elbowoods, on the Fort Berthold Reservation in North Dakota.
Langer writes that he is taking the matter up immediately with the US Army Corps of Engineers and will contact Fischer when he has received a report.

This bundle of documents constitutes a set of notes compiled by United States (US) Senator Langer in preparation for a hearing held on Wednesday, July 22, 1953 in room 424 of the Senate Office Building in Washington, D.C.
The hearing was called by Langer, then chairperson of the US Senate Judiciary Committee, in response to a petition he received from residents of Elbowoods, North Dakota asking that they be paid immediately for homes and properties they agreed to sell two years prior to make way for the Garrison Reservoir project.
First in the bundle is a form letter on the letterhead of the US Senate Committee on the Judiciary thanking the recipient for the petition "on which your name appears relative to your agreement to sell your home to the Government within the 'taking area' of the Garrison Dam Project," updating the recipient on the what Langer knows about the status of the issue and what he intends to do.
Following this are two notes, one of them on a small pink "United States Senate Memorandum" slip and one on US Senate letterhead, followed by two copies of a document listing witnesses regarding the Garrison Dam taking area, dated July 22, 1953. The witnesses listed are W. E. Whalen of the US Army Corp of Engineers, and Edward Bodholdt, Assistant Chief of Land Acquisitions for the US Department of Justice.
The next document in this bundle is a draft of a speech regarding the petition Langer received from residents of Elbowoods and the fact that they had still not received payment two years after signing the agreement to sell their homes.
Following the speech draft is a copy of Senate Report No. 291, titled "Expedition Judicial Proceedings for Condemnation of Lands for Public Purposes," and after that is a copy of the petition itself, with a small pink "United State Senate Memorandum" slip stapled to the top left hand corner that reads, "Joe, The Senator wants of have a speech prepared on this - raise hell about it." Signed, "Dorothy."

Resolution Passed by the National Congress of American Indians Regarding Mineral Rights, December 26, 1953
National Congress of American Indians
This resolution passed on December 9, 1953 by the National Congress of American Indians at the Tenth Annual Convention in Phoenix Arizona requests that the United States (US) Congress enact legislation to restore mineral rights on lands taken for the construction of the Garrison Dam to the Three Affiliated Tribes of the Fort Berthold Reservation. The resolution notes that since The Taking Act (US Public Law 81-437) did not specify the use of minerals or oil, then those rights should be returned to the tribes. The resolution notes that copies of the resolution will be sent to the appropriate Committees of the US Congress, to the US Secretary of the Interior, and to the US Commissioner of Indian Affairs. The resolution is signed by Joseph R. Garry, President.
This copy of the resolution was sent by Three Affiliated Tribes Tribal Chairman Martin Cross to US Senator William Langer enclosed in a letter dated December 26, 1953.

This notice of public hearing, dated May 12, 1953, from Colonel R. J. B. Page of the United State (US) Corps of Engineers declares that under the authority of the Flood Control Act, a “Master Plan of Reservoir Development and management is being prepared which will consider recreational developments in connection with the Garrison Reservoir Project on the Missouri River in North Dakota.” The notice states that the proposed plan is being developed in cooperation with interested Federal and State Agencies, and that the public hearings will take place on May 26, 1953, at 2:00 p.m. in the City Auditorium of Garrison, North Dakota, along with additional hearings in Beulah, North Dakota, and New Town, North Dakota (no dates given). The notice also states that information is “particularly desired” in regard to how state and local governments will finance public parks, recreational facilities, and highways to access these recreational areas “proposed for development on Government-owned lands.” The notice concludes by stating that oral arguments will be heard but important facts and arguments should be submitted in writing.”

This judgment, rendered July 17, 1953, by United States (US) District Court Judge Charles Vogel in the case of United States of America vs. Certain Lands and Improvements in McLean, Dunn, McKenzie and Mercer Counties, North Dakota; Rufus B. Stevenson et al., and Unknown Owners, Civil 2386, details amounts to be paid by the US government to a group of owners for their properties and improvements taken by the US government under the terms of Public Law 81-437, also known as the Taking Act, in order to make way for the construction of the Garrison Dam and reservoir.
The judgement explains the process leading to this civil action, which entails the owners rejecting the initial valuations of the properties and their improvements and subsequently accepting adjusted valuations, and lists the final amounts determined for each property that is part of the judgment.

This transcript documents a hearing held on Wednesday, July 22, 1953 in room 424 of the Senate Office Building in Washington, D.C.
The hearing was called by United States (US) Senator William Langer, chairman of the US Senate Judiciary Committee, in response to a petition he received from residents of Elbowoods, North Dakota asking to be paid immediately for the homes and properties they agreed to sell to make way for the Garrison Dam and reservoir project.
During the hearing, it emerged that just compensation to these parties had been the subject of a civil condemnation proceeding instituted December 20, 1951 known as “United States of America vs. Certain Lands and Improvements in McLean, Dunn, McKenzie and Mercer Counties, North Dakota; Rufus B. Stevenson et al., and Unknown Owners, Civil 2386,” for which a judgment had been entered a few days prior to this hearing, on July 17, 1953, in which just compensation for all involved properties had been fixed, except for the properties of Lillie Wolf, who questioned the authority of the US government to acquire the land.
According to attendee Edward Bodholt, Assistant Chief of Land Acquisitions for the US Department of Justice, now that a judgment has been entered and just compensation fixed, checks would be issued to the parties within two weeks’ time.

Lanier, refers to the July 17 judgment rendered on the condemnation proceeding entitled "United States v. Certain lands and improvements in McLean, Dunn, Mercer and McKenzie Counties, North Dakota, Rufus B. Stevenson et al., and unknown owners, Civil No. 2386."
In this judgment, "just compensation" was fixed for lands taken for use in the construction of the Garrison Dam and reservoir, according to Public Law 437, also known as the Taking Act.
Williams asks Lanier "exert every possible effort" in urging the superintendent of the Fort Berthold Reservation to "make prompt distribution to all the parties defendant named in the judgement" and asks him to send a certified copy of the judgment "for the benefit of Honorable William Langer, United States Senate."

In this letter, dated July 23, 1953, from Acting Assistant United States (US) Attorney General J. Edward Williams to US Representative Usher Burdick, Williams refers to communication Burdick has sent to the Office of the Chief of Engineers, US Department of Defense regarding a petition submitted by former Elbowoods, North Dakota residents who "agreed and affixed [their] signatures" for the sale of their homes to the US Corps of Engineers, and who, having waited more than two years without payment, are requesting to be paid immediately for those homes.
Williams explains that the matter has been referred to his Department, and informs Burdick that the signatories to the petition are parties defendant in a proceeding instituted December 21, 1951, for which a judgment has just been entered on July 17, 1953, fixing the just compensation for all parties except for Lillie Wolf and Anna May Bracklin McGrady, and that he has been informed that the payments would no doubt be paid in the immediate future.
Williams adds that his Department is not aware of any agreement signed by the parties to the petition, and speculates that "the document to which their signatures were affixed may have been the instrument evidencing the acceptance of the provisions of Public Law 437 (63 Stat. 1026) and erroneously construed as an option or stipulation."

This case involves property of the Three Affiliated Tribes of Forth Berthold, North Dakota acquired for use in the Garrison Dam and Reservoir Project.
Included with this document is a list of the names and addresses "of the allottees or parties in interest whose property vested in the United States under the provisions of Public Law 437 (63 Stat. 1026)."
Williams advises that a judgment entered July 17, 1953, has fixed just compensation for the taking of all interests except for two allotments owned by Lillie Wolf and one formerly owned by Anna May Bracklin McGrady.

Williams refers to the judgment entered in this case on July 17, 1953, which "adjudicated the just compensation to be paid for the taking of all the allotments included in the proceeding with the exception of the Allotments Nos. 323-A and 368 formerly owned by Lillie Wolf of Ellowoods [sic], North Dakota and No. 1790 formerly owned by Anna May Bracklin McGrady, Sanish, North Dakota."
Williams also notes he is enclosing a certified copy of the judgment, but the copy is not attached to this letter in the Langer Papers.

This letter dated September 15, 1952, from Reverend H. W. Case of the Fort Berthold Mission to United States (US) Senator William Langer, makes reference to a new law that allows for people displaced by the construction of Garrison Dam to be reimbursed for moving expenses. Case argues that because the church cooperated with the US Army Corp of Engineers and did not the initial settlement, it is now being penalized in not being covered by the new law allowing for reimbursement of moving expenses.
Case closes by asking Langer's advice in the matter and requesting a copy of the law in question.

This letter dated March 28, 1952, from Three Affiliated Tribes member Martin Fox to United States (US) Senator William Langer, expresses concern that the tribal council has been taking trips to Washington, D.C., and the people do not know why. Fox expresses concern at being left in the dark by the tribal council and worries that the council is spending tribal funds unnecessarily. Fox further says that he feels that his representation treats him and other tribal members as feeble-minded. Fox asks Langer to consider these matters.
A handwritten note at the top of the letter reads, "Indian Affairs" and "Spotted Bear, Justin."
