Abstract

This document, dated March 1987, is the annual report by the Court Monitor, detailing the events of the past year. The report assesses areas where compliance with the court orders has been achieved and identifies areas where the state has made insufficient progress. It is organized using an analytic framework, with each section posing a question, providing evidence for the answer, and then proceeding to the next question.
