Description

Cartoon depicts the old jalopy of the "Governor" parked next to the sports car of the "Commissioner of Higher Education." North Dakota is allotted $806,215 for the current fiscal year under the new federal Higher Education Act. The new program will be used for federal scholarships for needy students, expanded work study and loan programs. Cartoon was reprinted in the Bismarck Tribune.
