    Description

    Eighteen men are near a railway, filling and piling sandbags to aid in flood protection in the spring of 1966. Most of the men are wearing caps, all front brimmed, some with ear flaps, and light winter jackets or sweatshirts. There are several cars and trucks close by, including a large flatbed that seems to be filled with empty sandbags. Between the vehicles and train tracks is a wooden building with an open garage door on one end.
