Abstract
This document, dated to June of 1979, was the catalyst to the Arc Lawsuit. This observation report by Steven Taylor detailed his findings after visits to the Grafton State School and the San Haven State Hospital. The focus was on the environments and living conditions, especially in light of legal and human rights. It was organized into small sections detailing different areas of observations, such as restraints and programming. This document contains 15 pages with the cover page.
