Abstract
Horace Mann once said: "All measures designed to promote education must depend for their success, in this country, on the hearty cooperation of public opinion. It is only by enlightening and concentrating of the opinion that powerful effects can be produced". This study, from the beginning, accepted that viewpoint. It was not interested in producing simply another report to gather dust on library shelves. It was desired to develop materials and procedures capable of influencing the actual operation of the secondary schools of the state.
