Belen, U.S. Deputy Postmaster General, left, and Canadian Postmaster General Jean-Pierre Cote, discuss postal operations with Senator Quentin N. Burdick of North Dakota, and Richard J. Murphy, Assistant Postmaster General, Bureau of Personnel, right, during a luncheon on Capitol Hill, being hosted by Senator A.S. Mike Monroney, Chairman of the Senate Post Office and Civil Service Committee. The luncheon was a major event of a five-day U.S.-Canadian Postal Conference to discuss new developments in management techniques and modernization of the postal service. The conference was held in Washington, D.C., U.S.A."

The son of Representative Usher Burdick, Quentin Burdick represented North Dakota in the United States House of Representatives from 1958 to 1960 and the United States Senate from 1960 until his death in 1992.
