U.S. Representative Olger Burtness is the back row, second from the left. Standing next to him are (likely) U.S. Senator Gerald Nye and United States Treasurer Frank White. U.S. Senator Lynn Frazier is standing directly beneath the flag, although his face is partially obscured by a woman's hat.
All of the other individuals are unidentified.
