Description
Richard Backes, the Minority Leader in the North Dakota House of Representatives, visits with KX News reporter Phil Johnson during the 1977 legislative session. Richard Backes represented Glenburn in the North Dakota House from 1961 until 1985. He also acted as North Dakota's Highway Commissioner and was a member of the North Dakota Water Commission.
