Description
State Representative Patricia Kelly from Fargo listens intently during a 1977 legislative session. Kelly served in both the North Dakota House of Representatives and the North Dakota Senate. She was elected Speaker of the House during the term from 1982-1984, becoming only the second woman to do so during the state's history.
