Description

Cartoon depicts Uncle Sam with a wheel barrow, "Billions in Foreign Aid," being held back by "US Tax Payers" who do not want Uncle Sam to give money to the Communists, "Neutrals." The planned program "Alliance for Progress" promises $20 billion is the next ten years for aid to Latin America, about half of which the United States intends to furnish. Those against this plan feel that Congress should not support the program if Latin American countries assume a neutral approach toward the Cuban and Soviet problem.
