In a speech delivered on April 7, 1965, President Lyndon B. Johnson indicated that the United States is ready to negotiate with the communists to end the war in Vietnam. Johnson also indicated that the United States is prepared to initiate a massive cooperative economic development program for all of Southeast Asia which could include a $1 billion American investment if passed by Congress.
