Cartoon depicts a happy Democratic donkey and a sad Republican elephant watching a television program, "N. Dakota Legislature Fortieth Session in Review." Due to reapportionment, the 40th North Dakota Legislature was filled with many new members. Following the session, many of the issues, including taxes, were not resolved.
