Description
Cartoon depicts North Dakota Governor William L. Guy sitting in a sunken ship, "65 Legislature." The bottom of the boat has two large holes, "Tax Pkg Referred" and "Reapportionment Ruled Out." The boat's sail has a quote from Governor William L. Guy: "This session will go down in history as one of the greatest." A panel of three federal judges threw out the reapportionment plan adopted by the 1965 North Dakota Legislature and substituted in its place the "Smith Plan," which redistricts the state, keeping the Senate at 49 members and reducing the House from 109 to 98 members.
