Description

A farmer scratches his head with a ball and chain, "Control," shackled to his leg. A nationwide vote of wheat farmers on May 21, 1963 will decide whether a referendum on new and tighter controls will pass. The Department of Agriculture advocates more control while the American Farm Bureau Federation opposes the referendum.
