Richard Larsen of Grand Forks poses with a young girl beside a birthday cake. Larsen served in the North Dakota House of Representatives (1965-1966), the North Dakota Senate (1967-1968), and as Lieutenant Governor (1969-1973). He was an unsuccessful candidate for Governor in 1972.
