Cartoon depicts the moon laughing at the damaged earth as it reacts to the October 30, 1961 explosion. Following Premier Nikita Khrushchev's test bomb on October 30, 1961, other nations began discussions regarding the use of nuclear warfare. Some even began talks regarding their own test bombs.
