Daumier’s satirical message here is that lawyers will not get paid unless there are lawbreakers who need to hire them.
Because the crime rate has apparently gone down, the lawyers in the lithograph seem to experience melancholy over their loss of income from defending criminals. Two lawyers look unhappy as they play dominos, while the third appears slumped in depression.
