Fred S. Hultz poses for a portrait photograph. Hultz was a representative of the Association of Land-Grant Colleges and Universities which is now called the Association of Public and Land-grant Universities (APLU). He was also a representative of North Dakota State University at the time of George Starcher's inauguration as UND president in 1955.
